For some reason it sounds to me like it is FOR unlimited profit. I am sure it is just my mind playing tricks on me, but can you read it to make sure you understand it? Pat appears to be even more confused but John presses on with a more rapid cadence to his speech, as if he is now in a hurry to get a point across, to reach a desired goal. I see the concept of Public and Private as Legal Crime origins, for the most part, but there may be a genuine Free Market version in Liberty having to do with the concept of highest and best use. I have not worked the thinking of this out in my own words, but I can work on it now. As to the edit work you have done, it looks right to me. Highest and best use can be compared in a possible illustrative example whereby one person may claim exclusive ownership to all the land on Earth. That person may then charge everyone else a fee for renting any portion of all the land on Earth. That can be seen as unlimited profit. If the single owner of all the land on Earth limited the profit flowing from everyone else to himself on the basis of cost to the land then everyone who rented land would pay into a FUND for use of the land and the only time that the POWER in the FUND was released, or spent, would be in cases where the user of the land did not return the land to, at least, the original condition that the land was in before the renter began using the land. Of course all of those types of judgments require actual people finding agreement as to what is, or what is not, highest and best use, or what is, or is not, returning the land back to the original condition. Suppose a renter builds a Nuclear Power Plant in Japan, for example, and suppose the renter of the land stored very lethal radioactive waste up in the roof of the Power Planet, and suppose the roof blew off the Power Planet. That is a clear case of lowest and worse use as measurable by all the tortured and murdered people who were willfully tortured and murdered for a profit. Suppose, instead, it is merely a water well in the desert, and the owner claiming ownership auctions water to the highest bidder each time the owner sells some water out of that well that is owned by that one person, and suppose that person put toxic substances like fluoride in that water, and that person does not tell the people who buy water that the water is poisoned. Highest and best use? My highest and best use idea is a function of the Power Law, since a competitive highest and best use example can be compared to another highest and best use as a function of how quickly the FUND increases in POWER To Purchase. This may not be easy to understand, as I may be failing once again to employ English Language to the highest and best use at this time. How about this angle: If everyone were to employ Equitable Commerce as explained by Josiah Warren then the concept of having a PUBLIC FUND would be many small PRIVATE FUNDS instead of one big PUBLIC FUND, since there would be no mechanism by which POWER is collectivized from the many producers to the one monopoly COLLECTION AGENCY. The PUBLIC FUND, in equitable commerce, is SURPLUS WEALTH that remains in the exclusive control of those who produce SURPLUS WEALTH and none of the SURPLUS WEALTH flows to a LEGAL CRIME Collective Collection Agency, to then be distributed according to the whims of the Legal Criminals who inevitably spend that FUND on war, or crushing competition, or in the necessary expenses required to steal more from everyone so as to keep the flow going from everyone into the one FUND. The LIMIT in Legal Crime is only limited by how powerful deception, threats, and violence is, as those POWERS work on inspiring the targeted victims to pay into the False FUND. The moral LIMIT is measurable as the absence of willful employment of POWER used to commit crimes from behind false government or crimes out in the open for all to see clearly as crimes. I don't know if that answers the question.

Joe, I am thinking about this this afternoon with more fresh mind than I had when I was working at it yesterday. I am wondering if the phrase:But according to statistical calculation, the Bank will always net a profit to cover costs up to the government limit - again we are in that sense not-for-profit, but in the sense of not-for-unlimited-profit. Still doesn't make sense to me. It still seems to me like the sentence reads that the bank is in not-for-profit AND not-for-unlimited profit (even though "but" is used. I wonder what you think about this: But according to statistical calculation, the Bank will always net a profit to cover costs up to the government limit - again we are in that sense not-for-profit, but not in the sense of unlimited profit. I changed the wording avert "but" What do you think?
