But it is in the administration of justice, or of law, that the freedom or subjection of a people is tested. If this administration be in accordance with the arbitrary will of the legislator --- that is, if his will, as it appears in his statutes, be the highest rule of decision known to the judicial tribunals, --- the government is a despotism, and the people are slaves. If, on the other hand, the rule of decision be those principles of natural equity and justice, which constitute, or at least are embodied in, the general conscience of mankind, the people are free in just so far as that conscience is enlightened.

Above are words describing science applied to society, in other words, the power of reason utilized in the effort to understand how people exist in reality.

Power, measurable in Newtons, as a standard measure, to be forever and always factual, unchanging, and free from misinterpretation, inflation, misconception, error, misjudgment, injustice, inequity, and free from falsehood, is, one possible test of human conscience enlightened.

Power as reported in the first link in the first post goes like this (Y Tu, Evo):

If Willy Sutton were alive today, he’d be eyeing the oil industry. Sutton, you’ll remember, was once asked why he robbed banks. "‘Cause that’s where the money is," he replied.

One barrel of oil contains a measure of energy. That energy can change form and in that process, that energy, becomes power.

Shit happens

What does happen in physical terms is work.

And thus, the great American empire – direct heir to the British, lineal descendant of all the great European empires from Athens to Paris – now finds that its major creditors worship other gods, speak incomprehensible languages, dance to tunes they can’t snap their fingers to and generally wouldn’t give a damn if all Western Civilization collapsed in front of them in a heap tomorrow.

One such empire, in past human history, had no oil, and therefore less power. The measure of power held by past rulers relied upon 'the people' in a big way.

There are but two things the Saxons did not think proper to trust their kings with; for being of like passions with other men, they might very possibly abuse them; namely, the power of changing the laws enacted by consent of king and people; and the power of raising illegal taxes at pleasure. From these two articles sprung numberless branches concerning the liberty and property of the subject, which the king cannot touch, without breaking the constitution, and they are the distinguishing character of the English monarchy. The prerogatives of the crown, and the rights and privileges of the people, flowing from the two fore-mentioned articles, are the ground of all the laws that from time to time have been made by unanimous consent of king and people.

Two powers:

1. The rule of law

2. Illegal taxation

On the question of number 2 there can be no wiggle room. Again, that power, can be directly proportional to a commonly understood and exactly verifyable standard measure of value i.e. The Newton.

Only one thing can be taxed. That one thing can take many forms. All forms of that one thing can be converted to one standard measure. That standard measure measures physical power. The physical power to turn unusable energy into usable energy is the one thing that constitutes the stuff that is taxed. Constructive Power is the taxable stuff. Destructive power is not taxable.

Destructive power is a method of facilitating the taxing - otherwise the TAX is not a TAX, rather, it is investment, equitable transfer of value, charity, or some other completely voluntary exchange i.e. expressly not a TAX.

Again, the physical measure, the standard by which all TAX can be known, with absolute certainty, is the Newton. Whatever form the TAX material takes, regardless of any other factors, that form exists as a direct result of a specific amount of constructive energy spent in the process of producing that taxable form. Expending energy, actually transforming one form of energy into another form of energy, is power. Power is measurable, precisely, in Newtons.

It is, perhaps, a human oversight, a laziness, to ignore the costs involved in producing that which is taxed. That cost is the power lost, forever, in the effort to produce the taxable, and physical, object. None the less - the power was spent, consumed, used, released, and gone forever.

The value, the taxable stuff, remains in the unit produced and in the value is a new form. The new form of stuff, be it a barrel of oil, a bar of gold, even an idea, is a new power to be used or abused once the new owner takes possession of that power from the previous owner who had invested the time, energy, and power expending during the production of the Taxable unit.

And now, almost in his back yard, Evo Morales thumbs his nose at the U.S. Empire. He says he doesn’t care who owns the companies that pump oil and gas from Bolivian ground; from now on, he’s in charge.

Will ordinary Bolivians be any better off as a result? Of course not, but soon, we predict, Evo’s cronies will be buying condos in Miami.

Forever and always is a long time. From now on, into eternity, the people will be taxed, and they will continue to be taxed so long as they are powerless to reverse that flow of value, measurable in Newtons.

The prerogatives of the crown, and the rights and privileges of the people, flowing from the two fore-mentioned articles, are the ground of all the laws that from time to time have been made by unanimous consent of king and people.

The missing power, now, is the power to find unanimous consent between those who tax and those who pay the tax.

If, on the other hand, the rule of decision be those principles of natural equity and justice, which constitute, or at least are embodied in, the general conscience of mankind, the people are free in just so far as that conscience is enlightened.

One might wonder, if it is not abundantly clear, just what is this stuff called equity.

When one is sufficiently powerless against another, then, that one maintains natural equity. That can be measured in Newtons.

Any transfer of value from one to another resultiing in greater power, in Newtons, flowing from one to the other is inequity. It may be charity or false charity.

There is a remote possibility, in history or now, that the inequitable and unjust flow of power, the tax, is a voluntary investment meant to cause one to gain power at the expense of another, on purpose, and agreeable to each member involved in the transfer. That is possible.

Any confusion, any misunderstanding concerning the rate of power flowing, the amount of power flowing, the direction of power flowing, or the intent behind the power flowing, is invariably, a confusion, held by the one who is experiencing less power while the unconfused one just happens, coincidently, to be gaining power. That is possibly not a coincidence.

One way or another, he’s found where the money is: energy.

Is that true?

In physical terms the science of mankind can arrive at an indisputable measure of energy transfer, rates of flow, from the producers to the consumers, exactly.

Any error of measure, in the physical calculation, can be self-regulating, whereby the effort to identify any error further eliminates error ultimately arriving at ever greater precision.

It can be known as to who produces, the creditors themselves, and who is indebted i.e. the consumers. That is the physical power of energy purposefully being documented with science and technology; a perfecting of accurate accounting. A real possibility.

What is physically true is physically accurate. What is not physically powerful is a power contained in the mind.

The mind is the realm of falsehood and truth. Two separate and distinct human powers

This intellectual power is Energy, or knowledge, that, once released, becomes a human power, measurable in Newtons, both in the physical sense within the human brain, an electro-chemical reaction, and, this power, once transformed into movements of muscle, skin, and bones, results in further measurable transformations of energy, power, and matter.

“Like the German monarchs, they deliberated in the general assembly of the nation; but their legislative authority was not much respected; and their assent was considered in no better light than as a form. This, however, was their chief prerogative; and they employed it to acquire an ascendant in the state. To art and insinuation they turned, as their only resource, and flattered a people whom they could not awe; but address, and the abilities to persuade, were a weak compensation for the absence of real power.

What power is greater? Physical Energy, Art, or Insinuation?

It is time, past time perhaps, to settle the matter, at least, to improve upon the accuracy of the answer.

Others offer good advice:

But first there is a great need to arrive at a common definition concerning Insinuation.

http://dictionary.reference.com/search?q=Insinuation

1.      The act, process, or practice of insinuating.

2.      Something insinuated, especially an artfully indirect, often derogatory suggestion.

http://dictionary.reference.com/search?q=Insinuate

1.      To introduce or otherwise convey (a thought, for example) gradually and insidiously. See Synonyms at suggest.

2.      To introduce or insert (oneself) by subtle and artful means.

http://dictionary.reference.com/search?q=insidiously

1.      Working or spreading harmfully in a subtle or stealthy manner: insidious rumors; an insidious disease.

2.      Intended to entrap; treacherous: insidious misinformation.

3.      Beguiling but harmful; alluring: insidious pleasures.

Good advice:

Alexandr I. Solzhenitsyn:

Any man who has once acclaimed violence as his METHOD must inexorably choose falsehood as his PRINCIPLE."

http://nobelprize.org/literature/laureates/1970/solzhenitsyn-lecture.html

And they were mistaken, and will always be mistaken, who prophesy that art will disintegrate, that it will outlive its forms and die. It is we who shall die - art will remain. And shall we comprehend, even on the day of our destruction, all its facets and all its possibilities?

What then is the ultimate constructive power; Physical energy, Art, or Insinuation?

This, however, was their chief prerogative; and they employed it to acquire an ascendant in the state. To art and insinuation they turned, as their only resource, and flattered a people whom they could not awe; but address, and the abilities to persuade, were a weak compensation for the absence of real power.

What, for example, shocks and awes the power held by the people; the same people who are so feared by pretentious rulers?

And, if this has not illuminated the problem, then, the following may, at least, begin to paint a picture that has yet not been painted for this day and this time, even though, the picture has been painted many times before with surprising regularity.

It is an ugly picture.

http://www.time.com/time/daily/newsfiles/waco/050393.html

Those kids' faces, you can still see them,'' says FBI agent Bob Ricks. ''They are precious, innocent children, controlled by a madman.''

And that is the power of Art; as told by insinuation.

A mind is a terrible thing to waste.

One way or another, he’s found where the money is: energy.

Energy is the source. It is where money can be found. If one paints a picture of money. Look and see it. See what it is. Know what it is. No sooner than that money is seen, found, no sooner does it move. Like a tank driving over a child’s body. It moves. Money cannot move things. That power is in the mind.

The static stuff, the unmoving, the frozen bodies, are the pictures that inspire. Some call it art. Others reserve their own judgment.

http://www.public-action.com/SkyWriter/WacoMuseum/death/death.html

Currency moves things. It is power in many forms. All of which can somehow be converted to a standard measure. Art, on the other hand, defies measurment.

Which is more powerful?

Art

Energy

Insinuation?
