The fix is too easy.

Invest excess production into the creation of productive things.

The cause of the problem cannot be used to fix the problem.

Example:

Invest in Solar panels and electric cars.

Return on investment:

Individual people generate their own vehicle fuel.

Ask the soldiers currently in Iraq (any one of them from any side at all) to begin installing Solar panels (to power oil and water wells, run hospitals, stores, cars, at individual locations) and do not dole out these ‘reparations’ selectively (do not exclude one or the other ‘faction’).

People will be thankful for gaining back the necessities of living, at home, without having to depend upon the ‘central power’ that is obviously non-existent.

The people who destroy these power generators will become the second most obvious criminals (second to those who torture and murder out in the open). After all; an individual power source of electricity is ‘out in the open’ and not hidden in some dungeon.

What about night time?

Solar panels don’t work at night. However it is a simple task to use excess electric power generated in the day (the power not used during the day because enough solar panels, rather than enough bullets and bombs, will create more constructive POWER than needed during the day), use that excess power to create hydrogen gas from water (water pumped from wells with the electric power AT THE WELL), out in the open, for all to see and be thankful for, and be diligent in securing from damage, for their own good, by their own industry, and that hydrogen gas can run hydrogen gas powered electric generators at night. All that is needed is enough solar panels, enough hydrogen generators, enough parts, NOT BULLETS, BOMBS, and KILLING. A little common sense goes a long way too.

Back at home a new industry ERUPTS into being as American citizens find new jobs in creating new Solar Panels, Hydrogen Generators, Electric cars, and all the hardware, and all the salespeople, and all the shipping (with electric cars), and all these new employment opportunities INCREASE the INDIVIDUAL power at home as well as INCREASE the INDIVIDUAL power abroad, even at, the place where CRIMINALS tried to TAKE the power over the OIL in Iraq.

If the soldiers will not agree to begin moving Solar Panels, Hydrogen Generators, and Electric Cars into place (generating individual, independent, power for people), then, by all means, let anyone and everyone fight over the power in oil; as if THAT problem wasn’t as clearly visible as the nose on your face.

And that is half the story. The other half requires a little effort to see it.
