Ms. Rice and her deputies have, for several months, pointed to an international conference on Iraq that was established after the American invasion as an available channel to talk to Iran and Syria. Administration officials were working with the United Nations and the Iraqi government last fall to set up the next meeting of the conference, which is sometimes called the International Compact on Iraq. But American officials put off the meeting in part to press the Iraqi government to pass the oil law, administration officials said. The Iraqi government approved a draft of the law on Monday.

WikiLeaks wants to ensure that all the leaked information it receives gets the attention it deserves. In this particular case, some of the people killed were journalists that were simply doing their jobs: putting their lives at risk in order to report on war. Iraq is a very dangerous place for journalists: from 2003- 2009, 139 journalists were killed while doing their work.
