 A jury represents the whole people as one. If a Grand Jury seeks information to further a criminal investigation concerning a government employee accused of perpetrating a crime, the subpoena power is exercised by the jury itself, or is that power commanded exclusively by the government?

If so then the government commands absolute power, if not then the people as a whole are still represented by the petty jurors, not the grand jurors, as the suspect (not caught red handed) is presumed to be innocent until proven guilty in a jury trial.

The fact proves valid in any case where anyone in the government prevents grand jury investigation of someone in government. What, in those cases, are the powers left to the people as a whole?
