I will simply attach the pdf so you can expound. My presumption by illegal is the formation of the districts and in 1790 that formation was designated for paying the debts and obligations of the United States. Something like that.
Otherwise we are not on the same page yet. We probably need to hash out some law boundaries and I mean between local and global municipal jurisdictions.
