The committee, consisting of Mr. Burke, Mr. Laurens, Mr. Armstrong, Mr. Wilson, and Mr. Dyer, appointed to take into consideration the circumstances of the southern states, and the ways and means for their safety and defence, report
—
That the circumstances of the army will not admit of
the detaching of any force for the defence of South Ca
rolina and Georgia. That the continental battalions
of those two states are not adequate to their defence.
That the three battalions of North Carolina continenr
tal troops, now on the southern service, are composed
of drafts from the militia for nine months only, which
terms, with respect to a great part of them, will expire
before the end of the campaign. That all the other
force now employed for the defence of the said states

[March 29, consists of militia, who, from the remoteness of their habitations and the difficulties attending their service, ought not to be relied on for continued exertions, and a protracted war. That the state of South Carolina, as represented by the delegates to the said state, and by Mr. Huger, who has come hither at the request of the governour of the said state, on purpose to explain the particular circumstances thereof, is unable to make any efteclual efforts with militia, by reason of the great proportion of citizens necessary to remain at home, to prevent insurrections among the negroes, and to prevent the desertion of them to the enemy. That the slate of the country, and the great numbers of those people among them, expose the inhabitants to great danger from the endeavours of the enemy to excite
them either to revolt or desert. That it is suggested by the delegates of the said state, and by Mr. Huger, ihat a force might be raised in the said state from among the negroes, which would not only be formidable to the enemy, from their numbers, and the discipline of which they would very readily admit, but would also lessen the danger from revolts and desertions, by detaching the most vigorous and enterprising from among the negroes. That as this measure may involve inconveniences peculiarly affecting the state of South Carolina and Georgia, the committee are of
opinion that the same should be submitted to the governing powers of the said states ; and if the said powers shall judge it expedient to raise such a force, that the United States ought to defray the expense thereof: Whereupon,

Cutting and pasting from that file is not perfect, and it ought to be known that anything can be counterfeited, but within those words are the principles that must be understood.
As already stated, there was great value in fertile land, so much land as to be sufficient land to allow Indian populations, African Populations, Irish Populations, English Populations, German Populations, French Populations, Dutch Populations, Spanish Populations, Portuguese Populations, Chinese Populations, Japanese Populations, Russian Populations, Polish Populations, Jewish Populations, Arabian Populations, Persian Populations, Catholic Populations, Christian Populations, Muslim Populations, Buddhist Populations, to flourish peacefully in their combined ability to muster their mutual defense against all enemies of Liberty, foreign, and domestic. If they volunteer to cooperate toward that defensive power effectively, without having infiltrators turn the voluntary defense association into an involuntary (slavery) offensive organized crime spree, or protracted pogrom, then they, the voluntary defenders, actually defend each other voluntarily, and crime no longer pays, in that land, defended by those voluntary defenders.
It is not about race, religion, or any other diversity concerning voluntary associations among people sharing similar characteristics. It is clearly a division between those who know and understand a criminal when a criminal is active in perpetrating crimes upon innocent people, and a defender is defending the innocent people from harm done to the innocent people by the guilty criminals.
Friend or Foe?
The criminals cause the first division, dividing from the whole number of volunteer defenders, a victim, and then the criminal consumes that victim, which causes the division, which causes two sides to be two sides, which causes the demand for, the necessity of, defense against the criminal who invented, and then acted out, that crime, which is the first division from the whole of Liberty.
The grey area concerns the criminals who need to know which criminals are on their side and how those criminals can infiltrate, and divide, and conquer, the defenders side.
On the criminal side the glue binding them is the avarice for, the greed for, the desire for, victims, the criminals side is glued by a trust in each criminal trusting that each criminal will agree to cooperate so long as there are enough victims to be fed to those criminals in that criminal organization, on that side, which is the side created by the criminals out of the whole of peaceful Liberty.
On the defenders side is a trust in the absolute necessity of defending the weakest among us, for if that fails, then the criminal numbers will grow, as there will be more, and more, food (victims) feeding the criminal side, as that food then empowers the criminal side with more power to entice, lure, and feed more criminals, with more victims. The weakest are consumed when there is no defense whatsoever, and like taking candy from a baby, the criminals among us are inspired to take that employment as their way through life, taking candy from babies, which, if you understand history, includes criminals who actually eat babies. So there is a trust gluing the defender side that understands the absolute necessity to defend the weakest among us, as if those weakest among us were the proverbial Canary in the Coal Mine, as the weakest among us show to the rest of us, our fate when, systematically, we are rendered the weakest among us, because the criminal side grows into a irresistible power.
Before cutting out the words needed to be cut out of the quote above, and then before explaining the situation from another angle of view, it is vital to point out current realities for people on the defensive side of things, whose names, places, thoughts, and actions may not be broadcast to the world, for all to know, and for all to understand, perpetually, because these people are often too busy working their own peaceful, but defensive, lives, and they therefore have no time to spread their version of their history to the world, certainly not compared to how well the criminals manage to brainwash their victims once the criminals take over governments, as the criminals write the history that the criminals want the victims to be subjected to, which is a false - at best a half true - version of his story.
People on small independent farms can connect to people on small independent farms with an accurate accounting system, or medium of exchange, which is knowable as currency, or money, and once this ability to connect accurately is in place, and working, those independent famers share their prosperity, and in so doing there is a rapid capacity to increase prosperity for reasons that ought to be understood.
Consider an analogy offered now. The individual may want to nurture their own capacity to accurately discriminate between fact and faction, which is also a nurturing of their own capacity to accurately discriminate the difference between friend and foe. How does the individual know the fact that they are effectively nurturing their ability to accurately discriminate the difference between fact and fiction? If there is an increase in ability to know better, then there is an increase in ability to know even better, then even better, because there is an increase in the ability to know when the individual fail to know better. Shedding the false, adopting the true, reduces the false, and increases the true, over time. The rate of increase can be exponential. The rate of increase in the opposite direction, holding onto the false, and shedding the true, can also be an exponential rate of increase.
Which is better?
An exponential increase in awareness of the accurate acknowledgment of reality as it exists?
An exponential increase in awareness of the inaccurate acknowledgement of falsehood as it exists?
If an individual seeks, and finds, and employs accurate perception of reality, then they, are, by that industry, the master of their actions to the extent that it is possible for an individual to be in charge of their own lives.
If an individual fails to seek, find, and employ accurate perception of reality, then the false reality they are subject to is the source of their path through life, as falsehood leads them, and by extension those who create that false version of reality lead, or are masters of, those powerless people who fail to seek, find, and employ accurate perception of reality.
That is a long, drawn out, intended analogy for the concept of political economy on a scale involving more than one individual.
When people effectively defend the weakest among people, which is when crime no longer pays, which is when crime is at a minimum in a network of people connected for their mutual defense, voluntarily, the ability to produce prosperity increases rapidly, or exponentially, as a result of 3 measureable consequences of that voluntary, productive, cooperation.

Specialization is an ability for one individual farmer to make corn best, so that individual farmer finds corn as his, or her, that families, best occupation, they make corn best. Then another family makes rice best, another is producing the best horses, another the best pigs, another the best cows. Then there are the mechanics, so called, and some make the best plows. Some make the best houses. Some make barns better. Each individual specializes because each individual, in Liberty, is unfettered (no longer powerless) to find what they, as independent, individuals, do best, other than, of course, best at crime. Remember, this is the side where the weakest among us is effectively defended against those who are best at crime, so this is not specialization on the side where the criminals effectively organize.
Division of Labor involves the connection between the best of the best doing what they do best, so they don't waste time doing what they cannot do best, while other individual, independent, producers, do what they do best, and the labor is thereby divided in such a way as to improve the total output, as the best do what they do best, and no one is wasting their time and energy doing what they do worst.
Economies of scale can be understood from a farmers point of view, or from a mechanics point of view, whereby a farmer or mechanic may spend an entire year of work on producing one thing if the economy of scale is very small. If the economy of scale is very large, then the farmer, or the mechanic, can produce many things, because there are many places for these many things to go. A modern example may work well here too, but for a farmer the situation is relevant to the subject of "When the Criminals took over America," as are the mechanics, in this present study of the Secret Documents.
Economies of scale, when the reach of the single economy is large, affords the farmer the opportunity to make many items for many people who need that item, and thereby the costs of producing that item are divided among all those individual, independent, fellow producers, who are also fellow consumers. You trade, or buy with money, one thing for one thing, and if you are trading a truck load of corn, for something of equal value, then all your costs for that year of producing corn is paid for with that one sale, if that is the only sale that year. If, on the other hand, 10 truck loads are compared to only 1 truck load, then the cost of doing business that year is divided 10 times, which means, the price of one truck load is reduced by a factor of 10.
That may be difficult to see, unless you look at the extremes. If there was only 1 corn stalk produced by the farmer all year, because there was only one individual who wanted that one individual corn stalk, then all the costs of that one individual farmer would be offset, or paid for, by that one corn stalk. Which means, that all the costs of watering the corn stalk, all the costs of feeding the farmers family, all the costs, every cost, would have to be offset by that one stalk of corn, and what then would be the minimum price for that one stalk of corn, in order for that corn farmer to stay in business when the economy of scale is small? The other extreme is a farmer who cannot, ever, produce enough stalks of corn to supply all the corn demanded by all the people wanting corn in a very large economy of scale, and in that way you see the two extremes of economies of scale.
Now back to the average Joe producer in the South when America was under attack by a Criminal Army of British Troops, who are demanding obedience to a Tyrant Criminal. You, goes the routine order, must obey, and you must do so without question. Failing to agree to blind obedience results in punishment. Punishment can range from one extreme to another. Punishment can go from no punishment to torture and murder on prison ships, depending upon whatever the Military criminal issuing the order decides on the spot.
Criminal Rules are also called Summary Justice; a false version of justice.
Farmers, and mechanics, at that time faced that choice between Rule of Law and Rule by Criminal Means, well before the British ever showed up on the scene to enforce the British version of Slavery. What are their names? Where did they live? What were their stories? Who wrote the history you read?
If the South was run by Aristocratic Slave Trading Farmers, then the South was already taken over (the government was taken over) by Criminal Means.
There are a few things that have to happen in order for those Criminal Slave Traders to take over the south. They must have access to specialization, division of labor, and economies of scale too. If the non-criminal, non-slave trading farmers where not in the South providing a number of individual, independent, consumers in need of the products of the Slave Trading Criminals, then those Slave Trading Criminals had to have access to other consumers in other places, or they would not have the power to take over the South. There must be trade, which is not criminal trade, meaning that there must be producers who exchange with other producers, in order for economic power to grow past that power of one, single, independent, producers ability to produce.
Look at it this way, if you invented a device that was powered sufficiently by the sun, oxygen, and you add water, and you add dirt from around your yard, and you can make anything you ever wanted with this device, you just turn it on, feed it water, oxygen, and dirt, then you would never need Specialization, Division of Labor, or Economies of Scale, once you were set up that way, on your plot of land, where you have access to that land, that oxygen, and that water, with your device that is powered by the sun.
You get anything you ever wanted. You type in what you want, you hit the enter button, you open the door, and there is what you want, including more of these devices.
You can make an atomic bomb too.
You can make a virus that destroys all life on earth too.
You can make a shelter against atomic bombs?
You can make an anti virus that nullifies the virus that destroys all life on earth?
Absent that power, those few individual, independent, Criminal Slave Traders, who took over the South, had to get connected to other people, who were not Slave Traders, so as to stay in business. The Criminals Means by which that connection is always made, is counterfeit Rule of Law, counterfeit Money, and counterfeit Mutual Defense.

The criminals start taking over the South, and they make slaves out of the Indians who refuse to obey without question. The criminals then start importing African Slaves (same thing in the North but Irish Slaves are predominating among the criminals)and what does that do to Liberty, and independent, individual, non-criminal, farmers and mechanics?
If you want to work on a non-criminal farm, what type of wage can be paid to you by an independent, non-criminal, farmer? While the criminals are pumping out products using Slave Labor, in your county, in your Colony, which became your State, you have a choice to hire an employee, or do all the work yourself, because you are not a criminal Slave Trader. Why would an independent, individual, be looking for a job instead of looking for their own piece of land to defend themselves, or help other independent farmers in defense of their farms too, when land is abundant, and land is fertile, and Liberty is our common cause?
Exactly how many non-criminal, independent, farmers, and mechanics were in the South at the time Congress recorded these words, and what power did they have (other than common law) to effect their so called Government in the South?
