Comments on a Military Expedition to East Florida inspired a look into that information. http://www.raremaps.com/gallery/enlarge/15570 http://allthingsliberty.com/2013/12/john-houstoun-1778-expedition-east-florida/ The 1778 summer expedition against East Florida had come to an inglorious end of internal squabbling between a young Governor with no concept of leaving tactical control to the military and a proud general refusing to acknowledge civilian control of his command. Here: http://www.historyofwar.org/articles/people_benjaminlincoln.html Morris wanted to use it to force the states to agree to grant Congress the right to raise taxes. He wanted to bring the army debt and the public creditors together as a national debt that could only be funded through central taxation.
