On the Public Page for Union States Assembly I find those Secret Documents concerning the organic forming of the American federation (perpetual voluntary mutual defense association) and I begin to read them.
In context please consider two similar things.

Those two similar things are similar things because the grass-roots, organic, voluntary, mutual defense association forms, organically, or in a grass-roots manner, meaning not TOP DOWN (involuntarily), but BOTTOM UP (voluntarily, morally, in Liberty against threats to the Public Liberty), as threats to Public Liberty have formed and are boots on the ground, so to say, where all kinds of criminals run amok, enslaving people with fraudulent Money Scams, under the color of law, and with thinly veiled extortion rackets which are also under the (thin veil) color of law.
There is one more very important thing to consider when considering these voluntary mutual defense associations forming in response to involuntary mutual offense associations (organized crime under the color of law) and that other event is expressed very well here:

Now back to the Secret Documents keep secret for reasons that are clear to me, and independent minds capable of creating their own independent discernment can make up their own minds their own unique way as to why this information never saw the light of day, until it was too late for the people to effectively defend against the criminals who take over government in a very standard, predictable, routine manner.
JUNE 3, 1775.
Upon motion,
Resolved, That a committee be appointed for the
purpose of borrowing the sum of six thousand pounds,
for the use of America ; for the repayment of which,
with interest, the Congress will make full and ample provision : And that the said committee apply the said sum of money to the purchase of gunpowder for the
use of the continental army.
That the delegates for Pennsylvania compose said committee, with power as well to borrow the money
as to apply it to the purpose intended.
Before moving further at this point it is vitally important for people, in any place, and at any time, to understand power as in the commonly known usage of power-to-purchase.
If people cannot purchase the power required for their own defense then that weakness, that power-less-ness, constitutes what is the power that finances the criminals, that lack of power of mutual defense IS the power that makes crime pay so well, and then people are born into a world where they have only one option: to become one of the criminals and make crime pay well for them too.
That is it in a nutshell. Either people constitute their power to purchase their own defense, and do so voluntarily, or that failure constitutes the cause of action known as crime. Take away the pay paid to criminals and crime no longer pays, and potential criminals find no profitable work in that field of business known as crime.
Sure there are always going to be crimes perpetrated by criminals who ought to know that crime does not pay well, but that is a minor amount of crime in both frequency and numbers of victims thrown on the pile of victims throughout history, compared to the totality of crime when people have no means by which people can purchase their own, voluntary, effective, defensive forces.
Who has the power to purchase, how did they get it as individuals, and as groups of individuals how does a group of people working cooperatively get their power to purchase, and there are two obvious ways:
1. Voluntarily in Liberty.
2. Involuntarily as crimes perpetrated by criminals who destroy innocent victims during the perpetration of these crimes, and if one criminal works alone the power to purchase victims is exponentially less than a group of criminals working cooperatively, as this same power to purchase through cooperative effort works the same way (or almost the same way) for defenders as it does for offenders.
So before proceeding to the means by which the defenders in 1775 get their power to purchase from wherever they get it, it may be a good idea, for me to link to a study done by Benjamin Franklin, concerning the concept of money. Those who need to know more about money (the power to purchase) can study this work by Franklin themselves, to get an idea as to what was known at the time when the organic, federal, voluntary, mutual, defense, association was formed. Before looking for and linking that work on money by Franklin, please be reminded about another offer of explanation as to the meaning of federation from those who were federating a voluntary, mutual, defense, association in America, in 1775:

That the question was not whether, by a declaration of independence, we should make ourselves what we are not; but whether we should declare a fact which already exists:

No defensive power to purchase (money), means crime pays well, because, as already stated, without the power-to-purchase voluntary, mutual, defense, that failure constitutes the open door, the cause of action, the pay, the financing, the lure, the enabling, of crime where criminals are then connected to their power-to-purchase their loot, from the source, which is people who create wealth.

Before moving on it may be a good idea to offer something that may be worth knowing. Those creations of useful things created by people are potentially very good, in the hands of moral people, people who are honest, up front, and have open accounts open to all to see, because there is nothing to hide, and then, on the other end of the scale concerning things created by people, those same things can be counterfeited into false version, and the false versions only appear to be good things because the good things shine so brightly as good things.

Example 1
Voluntary Mutual Defense Association or Federation
That is a good thing, proven good, when good people take away from the criminals the criminal loot that criminals always seek, find, and take from honest, productive, people.
If a good thing exists, then evil people will very often figure out a way to counterfeit the good thing.
Example 2
Rule of Law
The counterfeit version is called many names, such as summary justice, might makes right, rule by criminals under the color of law, dictatorship, tyranny, central banking, communism, fascism, capitalism, socialism, etc.
Example 3
Competitive money on open markets
The counterfeit version is called central banking fraud, and it is a routine used by criminals for thousands of years going back at least to the time of Jesus and the Money Changers.
So where did the organic defenders of Liberty in America go to get their power-to-purchase the voluntary mutual defense of all people everywhere, but specifically the defense of innocent people currently under criminal attack by a criminal army of aggressors known collectively as The British?
Is this the first contact made between true, moral, defenders, and the criminal elements that so often infiltrate every collection of good people, so as to enslave every collection of good people, with the same, routine, predictable, knowable, identifiable, and accurately identifiable money fraud crime?
Note too, please, how land was, and still is, a vast source of wealth when moral people, responsible people, secure it from harm, improve it, and create from it vast stores (savings) of wealth, which is then the source of much greater wealth as stored wealth is invested into things, inventions, that increase the ability to create wealth exponentially. Such as, if we are going to think about inventing things, there is the human invention known as Federation, and the human invention known as money, and both can be counterfeited. Then there is the human invention known as Rule of Law, which also can be counterfeited. Land Titles can also be counterfeited, but land itself, as with oxygen, water, and sunlight, are only what they are even without people inventing them.
