That can sound very depressing, but the working solutions are offered.

I think in the last part Noam actually speaks about the federal design with trial by jury.

I think in the information about China there is the obvious demand for World War III (so as to destroy all competitors to a level lower than China) and the lack of power to do so hopefully.
