If evil can be narrowed down to 3 things as follows, then it could be understood that the greater evil is within this area so defined by people who do evil things.
1.
Falsehoods aimed at innocent victims so as to injure innocent victims (presumably for the fun and profit of the criminal frauds perpetrating such things = a transfer of power from the victim to the criminal)
2.
Threats of violence aimed at innocent victims so as to injure innocent victims (presumably for the fun and profit of the criminal frauds perpetrating such things = a transfer of power from the victim to the criminal)
3.
Violence upon innocent people (presumably for the fun and profit of the criminal frauds perpetrating such things = a transfer of power from the victim to the criminal)
Having the concept of crime enumerated principally in three categories above the realization of what constitutes a lesser of two evils can be that lesser evil that is forced upon the innocent in defense of the innocent whereby the innocent are forced into situations where a lie, or a threat, or violence becomes the last possible defense against criminals.
The concept of Rule of Law, contrary to popular belief (falsehood?) is not the lesser of two evils, rather the concept of Rule of Law (also knowable as consent of the governed or Voluntary Association) is to avoid evil altogether.
