The familiar story is that the aggressor, seeking to gain land promised to themselves, create a false flag event where the aggressors dress up as their victims. They slaughter people, such as the people on the U.S.S. Liberty. Blame that on their victims so as to "justify" the taking of "The Promised Land" from the native population who are already existing on that "Promised Land."
