Joe, in regards to:Then Person B asks a question, such as "Isn't it a nice day"? http://owl.english.purdue.edu/owl/resource/577/03/ Place a question mark or exclamation point within closing quotation marks if the punctuation applies to the quotation itself. Place the punctuation outside the closing quotation marks if the punctuation applies to the whole sentence. So it would be written: ..."Isn't it a nice day?" because the context of the complete sentence is a question.
