 in the warnings are abundant video the guy introduces himself, but never says his name. Who is he?

Also in researching this and keeping in mind that the government, the american one at least, is a nebulous entity. They are not behind this geoengineering. I think Gates has something to do with this. His name keeps coming up. I found this:
