This is another example of how the government accurately represents the "will" (I don't mean will, but I cannot think of the word I want on the fly) of the people it governs. In my personal experience, making deals is a common lazy man's way out in their interactions with one another. I try not to do such deal making. I hear it in my taxi constantly although I cannot think of an example to give you at this moment. I'll try to record the next one I encounter. Don't read too much into this statement. it's an observation I have not yet fully nailed down.
