Anyone,
The above link is a measure of the line being drawn in the sand - for public consumption. How does anyone gain access to the accurate and up-to-date decisions made by the most powerful people, the people who have the power to Boom and Bust hundreds of millions, even billions, of human lives?
Follow the currency, including the currencies by which legal crime is measured, including torture victims, and mass murder victims.
Plot on a world map the current torture dungeons, how many victims enter, and how many leave, dead or alive, and if you have access to that accurate information, you are one of a very few, and much closer to the top of the power pyramid, much closer to the peak, where the power to Boom and Bust hundreds of millions, even billions of human lives live, and decide, and order, and cause, and perpetrate their crimes.
They Boom to gain power, to cause their victims to acquiesce, and then they bust to gain power, because the victims cannot, ever, be allowed to gain the power to resist.
Plot on a world map the current flow of military weapons as those products are consumed in the work that they are designed by their producers to accomplish, and count the bodies of the formerly living, and the formerly happy, innocent, people, and even count the number of fellow criminals who are now dead, or wounded, as a result of those devices as they flow to their designated targets; and now the measure of power wielded by the few most powerful people is plotted, accurately, on the world map.
What the most powerful people see, is what the most powerful people use, in making those most powerful decisions, as they decide who to Boom, and who will be Busted.
There is a line in the sand.
How can that line be drawn, in such a way, as to afford all the past victims, all the present victims, and all the future victims, to see the same line in the sand as the line drawn by the most powerful, the ones who wield the power to Boom, and to Bust, the lives of hundreds of millions of people - even billions?

Legal criminals do not produce power, they steal it, and then they use that stolen power in the work of destruction - that is what they do.
Note how the quote above is false, and willfully false, as the measure of the data willfully intends to cover up the truth, and in so doing the victims remain incapable of stemming the loss of their power as it flows to the legal criminals, and as those legal criminals then employ that stolen power Booming and Busting at their sole discretion.
They will Boom the networks of people who produce those military weapons, and they will Boom the networks of people who facility the transfer of legal power, legal money, to finance their power to Boom, and they will Boom the networks of people who produce the political (psychological) power required to keep the power flowing from the honest productive people to the legal criminals, the buy votes, and then they Bust anyone, and everyone, who becomes powerful enough to compete with their exclusive, monopoly, legal, crime power.
The temporarily Boomed networks of people aid, abet, and offer economic support, political support, psychological support, intellectual support, and immoral support to the legal criminals so long as they do, they can be temporarily Boomed, up to a point, over time, while those who are out-of-control, the disobedient, are Busted, for the crime of not being ready, willing, and able victims.

Do the victims see the most powerful people who make the decisions and order the torture and mass murder of millions of innocent victims, or is the intent of the lie such that the victims see the honest productive, and innocent, people of America instead of the exact opposite?

It is a tangled web of deception, and it must be seen from a principled starting point, a grounding, or foundation, or balanced point of fundamental moral understanding; but there it is for you, to see clearly.
The first re-write of the first 5 symbols in that one sentence of measurable propaganda is accurate, the actual truth:

You are targeted to be modified in your behavior, so as to cause you to think that it is the honest productive American people who have decided to abuse your own power, to commit crimes with the power that you alone produce, and suffering from that lie, you are powerless to stop the abuse of your power. You fail to hold to account the actual people who are responsible for the abuse of your power. It is a shell game, it is a version of bait and switch.
Moving on to the most important false advertizement in the false propaganda, and ignoring other lesser ambiguities, mixed messages, and wrong headed verbiage, the reader can focus willful intent upon knowing the full and accurate measure of the choice, by the propagandists, to use the word "militants".
If the term "terrorist" is used, instead, then the targeted victims of the lie may envision, or call up, images of 911, and that won't work in Pakistan, or Libya for that matter.
A new target has been chosen to be Busted, since the old targets have already been Busted to the limit of the power held by those who are ordering, and executing, those destructive goals. 911, and "terrorists" worked, as long as it worked, and it is no longer going to work, to get the new goal reached.
"Militants" is chosen, as the "target" word, for a reason. What is the actual truth, what is the accurate re-write of the sentence, if the word "militant" is taken out, and in place of that false word someone chooses a more accurate measure of the targeted people?
Here is where the lie becomes very difficult to accurately report. Who is on the list of "militants" that are identified accurately according to who picks them, and who is on the list of "militants" who are then communicated to the people who actually place the target on (or near) the person, or persons, as they live their lives on earth?
Who is on the list before the bodies pile up?
Who is on the list of people killed, or wounded, after the weapons have done the job they were made to do, after the ordered work has been worked out in fact?

I don't know, so I have to guess, and I can offer my subjective interpretation of the false propaganda, as to what the message would report to the reader if the message was written so as to inform the readers of the accurate facts, instead of having a message produced and published by which the intent is to misinform, misdirect, and render the reader powerless.

That is an important measure of the line in the sand. Those who are deceitful, or those who are Boomed by those who are deceitful (power is transferred to people, by way of subsidy, or low, or no, interest "charge", and transferred from the stolen power supply), are separated from those who are honest productive Americans. Who owes who, and why does who owe who, according to that specific measure of that specific line in the sand, and it is a line in the sand the is accurate, and meaningful, in a general sense; and it is, the entire measure of it, that Debt Clock measure of it, is a current thing, a flowing of power, and it is a question being answered, so, again, what is it?

The entire measure of that line in the sand, which accurately divides the measure of those who gain at the expense of the productive American people, and those who constitute the entire measure of the productive American people, is denominated in dollars.
If the goal is to sever that connection, so as to stop the flow of power flowing from the productive American people, as that power flows to those who gain at the expense of the productive American people, then all that is needed, simply, and irreversibly, is to use a competitive form of legal money, and by competitive, by that word choice, the intent is to inform the reader that competition is the force that causes the quality of legal money to increase, and competition is the force that forces the cost of money to decrease, and therefore it is that force that the reader may become aware of, once again, and it is that force that forces the productive American people to work toward higher quality production, at a lower cost, and do so honestly, and do so without resort to deceit, which is also a force, and without resort to threats of violence, which is also a force, and without resort to aggressive (criminal) violence, which is also a force.

Which line do you think the legal criminals will be drawing, for public consumption?
It will be a destructive one, and it will not be a productive one.
It will be constructed by lies.
It will be constructed by threats of violence.
It will constructive by acts of very miserable violence. Terrible violence.
It will render the honest productive people powerless in the face of the force of deceit, the force of violent threats, and the force of criminal, aggressive, violence, for profit of a few, at the expense of all the ready victims.
It is not news. It, the lines drawn by legal criminals, has been done in the past, and they have left paper trails then too.

That is a well researched report on how power flowed from honest productive Americans, to the legal criminals, who then used that power to draw lines in the sand, so as to cause a whole lot of destruction, on purpose, for profit. But that is half of that story - roughly.

The same general power flow chart is reported, in dollars, as power flows from the honest productive American people, to the legal criminals, and then that stolen power is used to finance all sides of a planned BUST of hundreds of millions of people, so as to keep the power supply low enough for the legal criminals to manage, and so as to destroy all competition where ever, and when ever competition arises.
They, apparently, are done with The Dollar, and they are flying capital to Asia, and they are Booming all sides of a new "catalyzing event", so as to usher in a new world order, whereby the new legal monopoly money power will no longer be The Dollar Hegemony, which has been the one monopoly power for about 100 years now, and the new legal monopoly power will be what it is after all the chips fall as they fall after the new event.

What could possibly be the goal for anyone, any human being alive today, on the road to World War Three?
You can call me any name you want, any name your exposure to behavioral modification demands from you, any knee jerk reaction caused, in you, by your exposure to false propaganda, any word erupting into your consciousness, while you read my words, that exists in your being because your behavior has been modified by your long, and relentless, exposure to lies, but the facts remain despite that diversion from the facts: the legal criminals must invent, produce, and maintain a legal money monopoly, without which their source of power is no more.
The concept is as easy to understand as a clerk at a store who is given a credit card from any known dead beat, and the clerk simply, and almost effortlessly cuts the credit card in half.
The dead beat, or the entire cabal of legal criminals, in unison, no longer have their stolen power flowing to them, and they either wither on the vine, die of starvation, or they get honest work like everyone else, or, absent those options, they depend upon charity, which can only come from people who have something to give. They may even turn on each other, stealing the last of each others power, by deceit, by threats of violence, and by acts of violence, absent honest productive people as ready victims.
If the legal criminals no longer have power flowing to them from their victims, they can't buy votes, without draining the power they have left. Legal criminals can't afford to be "generous" with the power that they steal from the honest productive Americans, once that power stops flowing to them. Too bad for them: live by deceit, and die by it, live by threats of violence, die by that chosen method, and live by aggressive wars for profit, and die by that same measure of profit. What does all that have to do with honest, productive, innocent, American people? It, my friends of liberty, is your connection to the legal criminals by way of a legal money monopoly. Knowing that fact, is not "for public consumption", not on a need-to-know basis, a trade secret, and exclusive franchise, an elite legal license.
The legal criminals have to find another source of power, once the power to steal from their victims is gone. They know that, and you can't, that information is outlawed.

Do you know, for sure, that all those Aircraft Carriers are secure? Who told you such lies? The top of the pyramid of legal monopoly money power have the inside information, they know the true measure of the actual line in the sand, so they know where to move their power when that power must be moved, not too soon, and not too late. When it is time to dump the dollar, they will know, and those who don't know, will be left holding that empty bag.
