Government by individual people - not the nameless and faceless mob
It has happened, it is happening; it will happen so long as people are people i.e. individuals.

Hire and fire at will. Leaders have to lead or they must find willing customers wanting bad leadership. The customer may not always be right but a whole lot of customers having a wide market of choices tend to find that which is valuable. Let the individual decide and the choice to eat cake can be voluntary; real cake with icing on it.
