1. People commit crimes not Countries, so, this question serves the criminals by misdirecting focus away from the actual people doing harm to innocent victims. 2. This question continues to focus on affiliation rather than an accurate accounting of individual responsibility. See this please. Iran cannot be responsible and Iran cannot be held accountable. People in Iran can be tortured, bombed, killed, raped, and injured. People in Iran can leave Iran to commit crimes in other countries AND people in Iran can go into Iran to commit crimes in Iran. 3. America is a continent where many people have a common burden or tax. Many, many, and many more people (almost an incomprehensible number of people) pay a tax toward a common BANK or STORE OF VALUE known as U.S.A. The people who currently spend the wealth in the common collection of wealth spend that wealth in a manner that preserves the continued flow of that wealth from the many to them. Who is them? Who are the people sending wealth to them? They, these specific spenders and controllers of a very large store of wealth and power, falsify any information that can and will identify them for what they are accurately. Why ask stupid questions? Why not ask specific questions that identify specific and accurate answers that will focus accountability upon the criminals who are torturing and mass murdering? 4. Criminals torture and murder and if these criminals are not held accountable then, of course, the number of people tortured and murdered will increase in proportion to our inability to account for the actions of the actual criminals committing the actual crimes.
